…on the one hand, state business interests want to limit new taxes to a 2/3rds majority vote. On the other hand, the politicians area aware that this would be a very popular winner with the voters, so Newsom wants to do an end run by having it declared unconstitutional:

Interesting because the state Supreme Court rejected the 2/3rds majority in the past and made it a simple minority. The 2/3rds majority will require a constitutional amendment.
