Did Trump say the NOKO agreement was successful, or just the meeting? I can’t remember the “agreement” providing an actual framework like the Iranian one…rather it was a first step. But, maybe that’s your point.

I think you’re splitting hairs. I’ll let you judge how to interpret these comments (among others) by Trump:
Trump at cabinet meeting: ““I have solved that problem. Now, we’re getting it memorialized and all, but that problem is largely solved, and part of the reason is we signed, number one, a very good document.”
Sitting in the Cabinet Room next to Defense Secretary James Mattis, Trump insisted the document read: “We will immediately begin total denuclearization of North Korea,”
Trump tweet: “There is no longer a Nuclear Threat from North Korea.”
