He broke the rules. No drones over state parks, national parks, non public areas, etc without the proper permit accompanied by a certificate of liability insurance. Not a new rule. I’ve had to comply for decades. He took a chance, which can be admirable at times, also at times stupid. Generally speaking if the shot is worth it and you don’t care if it gets around that you flouted authority then go for it. I have been lucky in the past but also was once investigated for a felony because of a location shot.
