On the surface, it sounds like a good idea.  Makes me think of my current boss, who resolutely refuses to hire contractors/consultants.  She claims that they over promise and underperform as a rule.

I have moved our little operation away from contractors with the exception of a couple of trusted senior people. I relied heavily on contractors and independent consultants for years but found that quality goes down as opportunity set goes up for them.
