Regarding number 6, just got back home from a big water polo tournament in San Diego. Our hotel was near the airport, across from one of the many marinas and promenades. Went for a mile or so walk every morning in an area perfect for homeless. What did I see? Perhaps two or three homeless, and instead, an organized fun run and swim for families and true competitors. In LA or the Bay Area the area would be a tent city. At least one city in California gets it right.
