On the other board, I mentioned a few times that it was disastrous that the Santa Ynez Reservoir, a 117-million gallon reservoir built in the 1960s precisely because of the risk of wildfires in the Santa Monica mountaints. It was drained when the Pacific Palisades fire destroyed the city. The official who made that decision was Janice Quinones, who had joined the LA Department of Water and Power in May, 2024, at a salary of $750,000 annually.
Subsequent to the fire, there was a blaze in Malibu, in December 2025, highlighting the urgent need for an emergency swtore of water…but Quinones had taken no step to finish the SYR repairs or refill the reservoir.
She is leaving to take over as CEO of Puerto Rico’s power grid, LUMA.
