      New York, 1.7 million

      California, 1.6 million

      Illinois, 881k

      New Jersey, 350k

      Massachusetts, 283k

      My office is in Illinois, and I can personally attest to the large number of people trying to get out.  Moreover, when we hire and relocate people, almost all of them choose to live in Indiana.   REasons are obvious to those who follow IL news, and I can go into them if anyone is unfamiliar.
