Reach out to “low-propensity voters”, basically voters who rarely pay attention to politics and dislike politicians; e.g., Black and Latino men.
Makes sense. He got into politics as the anti-politician.
He’s also focused on single issues; e.g., he does mailers in high gas price states like Nevada: “Don’t like the high price of gas? Time to punish Biden/Harris.”
