There will be massive waste, fraud and abuse in any system that doesn’t focus on reducing inefficiencies. If all that has been done is to throw more money and bodies at a problem, that’s an institutional approach. To go to the heads of mammoth federal agencies and demand that they turn on a dime when they were never efficient in the first place is to invite problems.
